Dennis, Those are rubber pads, and I agree that they're there to cushion the plates. I'll be on the boat tomorrow, will get some close up pictures and try to check the bolt size.  If I can reach in there, I'll try to get a trace of the Al plates, it appears there's actually one on each side.
