Dennis, my cast aluminum stem and line chalks looked similar. I hand
sanded and painted them with 2 coats ofRustoleum krylon flat black.
This was 2 years ago and they still look good.

Looking closely at that picture, it looks to that they are not actually
scratches, but white plastic or gel-coat impregnated (rubbed) into the casting.
