Jonathan,
I get about the same. The oil pan traps some in the aft end if the engine
is not level (and we know it's not). I try to move the pickup tube around
to get as much as I can. My engine is pretty happy after 26 years of
service.

take a few tries to be sure
Doesn't the stated capacity include the oil in the filter?

There is always oil trapped in the filter element and in the oil distribution
system that will detract from the listed capacity.
