Create service offering with HA and stop the current instance and change the
service offering from current to newly created service offering with HA
capability. Once you successfully changed service offering, then start the
instance.

You could create a service offering with HA enabled. Stop your VM. You will
then see an option to change the service offering on the VM screen. Change it
and restart your vm.
