I configured clamAV with c-icap on ubuntu. I want to configure it to only
scan files and log but not to block.
Unfortunately I can't find any information how it can be done.
Is there any solution that allow me achieve my goal.

If that is never going to change then you have a candidate for deprecation. I
don't know why Cisco would want to take on that risk (distributing 3rd party
signatures) but at least the broken link to the download area has been removed
from the freshclam.conf.sample file.
