If that is never going to change then you have a candidate for deprecation. I
don't know why Cisco would want to take on that risk (distributing 3rd party
signatures) but at least the broken link to the download area has been removed
from the freshclam.conf.sample file.

The feature still exists. However, I don’t believe we distribute any
“ExtraDatabase”s on the mirrors.
