The story is a bit long... I've made a Debian package which depends on
ClamAV package.
Because debonf does not work as I would like, I had to use
debian/rules mecanism to put my configuration files, that mecanism
creates symlinks. So I have to use symlink

You would have to change the ownership of the file pointed to by
freshclam.conf. May you please show the output of readlink
/etc/clamav/freshclam.conf and stat $(readlink /etc/clamav/freshclam.conf) ?

In an effort to understand, I'm wondering why you don't simply launch
clamav while pointing to the correct config file instead of pointing
to a symlink which points to the config file?
