After execute your command: "fixfiles restore /var/lib/clamav", there is
another error, but I think that you are nearly to fix my error.
Here is /var/log/clamav/clamd.log:

After set the SELinux on again to get the error log exactly. I received the
error message when system start service clamd:
I can not remember exactly, but it means that clamd service can not open
/var/log/clamav/clamd.log in append mode.

That will never work, you have to choose between using a local socket or
a tcp socket, can't have both... and clamd should be advising you with a
message to the log.
