I figured it out. It seem that I were missing the config TCPAddr cause it
to failed while try to scan.

When I use the old config from clamav 0.99.4, run clamd.exe then
clamdscan.exe to scan a file return total error: 1. It work fine for old
version of clamav.

I were using the non-portable build, so it appear to be error of missing
dll.
When I use the portable build, it seem the problem is gone.

Hello clamav support team,
I'm using clamav 0.100.1 on Windows server 2012.
When I run clamscan.exe to scan a file, it show a dialog that I'm missing
"api-ms-win-crt-runtime-l1-1-0.dll". How can I run clamav on Windows server
2012? I can run old version of clamav 0.99.4 with success.
