I believe that by default Exim limits simultaneous incoming connections to 20.
You can set "smtp_accept_max" to a higher number in the configuration file.

users. I've found the clamav setup to be faster and easier to configure than
RAV.
I'm planning to divert the money I was sending to RAV for subscription to the
clamav project to help the cause.
