Does it mean that the CVD format is also GPLv2?
In other words, I was wondering if I could write a proprietary
software that could read third-party signatures in the CVD format.

IANAL but as far as I can see there should be no limitations on that.
If there are, it should be a patent, not a license?

If you have the requirements of certain rules, you should probably use a
traditional signature format like .ndb or .ldb. If you need to do regular
expressions, look at writing bytecode signatures, these are slightly more
involved, though.
