I've never changed permissions on a tty port. Think that's a red herring. Ports are assigned USB0, USB1 etc in the order they are plugged in. Doesn't matter which socket it's connected to. If you are getting /dev/ttyUSB1 then you already have something connected that is assigned to /dev/ttyUSB0.
