If Windows does an update, it might change tho the ‘latest and greatest’ version of the driver. If the cable has a fake Prolific chip in it, that driver is designed to make the fake chip not work, so you have to roll it back to 3.2.0.0.  The driver will also be updated if you plug the cable in a

1st the volume level has no effect on data transfer...   Sometimes a little plastic shaving is needed.  Shave carefuly a little off the plastic shroud around the cable male connector where it plugs into the radio as it interferes with the radio's case prventing the connector from solidly seating.

I forgot that you are on Windows. The windows OS is very poor supporting USB. You might try going into the device manager and tell it to show hidden devices. Once that is done, look at the USB entries and delete all of them that are diminished icons. That is, they are lighter than the other
