Raspberry Pi OS... which is based on Debian Linux.
Easy to set up and use.
There is a Raspberry Pi image out there called "Ham Pi".
It has a ton of Amateur Radio software pre-installed, including Chirp.
I have a separate Raspberry Pi set up with that I use in the shack.

I use chirp both on my Mac and on a Dell Inspiron 15 3000. It came to me in S -
mode but I found a setting that let me take it into regular Windows Home mode.
S-mode is just a security mode that won’t allow you to load software except
from the Microsoft store.

I set up Raspberry Pi 3B just use as a portable Chirp programming machine.
I use a bluetooth keyboard and mouse and a small 6" TFT Screen.
No drivers and such to worry about.
Small and portable, (I take it club meetings and program folk'

Windows mode S has NOTHING to do with Chromebooks. Not a single similarity.
Mode S just means that all apps/programms must come from the Microsoft store.
You can always swith off mode S.

turned off. No problem.
In S mode, you can only install apps from the Microsoft App Store. So most
people turn that off on the first day.

You might be able to force it into windows 10 compatible by right clicking
on the icon and changing how it behaves in the settings. You can do that
in many of the windows versions as some programs are slow or windows hides
all the compatibility stuff.
