Just backdate the entry in /etc/apt/sources.list to an earlier ubuntu version
that you know works.

Open /etc/apt/sources.list in a text editor (as root user) e.g.
sudo pluma /etc/apt/sources.list
Edit the chirp entry, adding [trusted=yes] as below:
deb [trusted=yes] http://ppa.launchpad.net/dansmith/chirp-snapshots/ubuntu
disco main
Save file.
Log out/log in.
sudo apt update
sudo apt upgrad
When a new Ubuntu version is released it always takes a long time for
the developers to add a repo for the new version. What I do is download
the tar file and run it locally.
You should also be able to use the repo from the previous version.
