This may seem rudimentary but I had a similar issue and it was because
the programming cable wasn't in the radio all the way. Give it a really
hard push and try again. My cable connector was a bit bigger than the
slot so if I didn't REALLY push it wouldn't seat all the way in.

You might want to try a different com port. I must do that frequently with
different radios and sometimes have to use a different USB port.

you attached the cable to the radio, was the radio on or off? Is it on or
off when you get the error message? (I had to make sure it was off when I
plugged it in, then on when I tried to upload the radio data to C

Please double-check the manufacturer and model number on the radio and selected in chirp, BTech offers the UV-5x3, Baofeng offers the UV-5RX3 - they probably are not interchangeable.
