in CHIRP next is there a way in UI to change the interface language?
(at the moment it detects Windows locale and there is no way to change
it other than deleting locale and po files)

Are the intermittent signal drop outs while you both are indoors? Does it
happen outdoors? What is the height of the repeater above your elevation?
UHF/VHF or both? I believe the setting for repeaters is OK if it is the default

This is the same radio I had last year and posted to the list in
September. I've still got a copy of my original chirp img but I sent the
radio back the the Ebay sell
Is this being caused by the battery saver setting? If the receiver is
asleep it may be a second before it wakes up and opens the squelch.
Try adjusting Basic Settings -> battery saver and see if you notice any
difference for the different values.
