more on PL2303 on Bullseye 64...
I've tried this on the following Kernels -
5.15, 5.17, and 6.1
all with the same "not recognized" results.
With Buster 64, all the above Kernels instantly
detect and recognize the Prolific PL2303.

Another reason to scrap Bullseye
After a successful CHIRP-next build on *Bullseye* 64, I discovered the
Baofeng UV5R USB-Serial interface (Prolific PL-2303) adapter cable
is not supported in Bullseye. (according to all available threads on
the subject)
