John, This is the correct forum for issues installing/running CHIRP or for issues programming specific radios. Is the issue that CHIRP won't run on your computer, or that CHIRP runs, but fails to work with this specific radio? And just got clarity sake, you are attempting to program the Baofen

Right. What I meant was that there's no need to file a ticket, as Tony was suggesting, because there already is one. Filing another one would just result in it too being marked as a duplicate. It'd likely take a developer who happens to have an FT-270, or who's already implemented a similar driver
