they are there, as workaround, download it manually from:
http://download.ceph.com/debian-hammer/pool/main/c/ceph/
*0.94.9-1~bpo70+1
http://download.ceph.com/debian-hammer/pool/main/c/curl/
*7.29.0-1~bpo70+1
and install with dpkg -i *.deb what u need
