We have HTTP load balancers happily running on about 400MB of RAM.
VMware recommends 512MB though.
For a home server I'd go with the 16GB if you can afford it. Or you go
with 8 and upgrade later, if you have 2 DIMM slots.

Frequently, static libraries are not provided by CentOS / EPEL.
