Humm, put it in w32api/include for now. There is already precedent in
w32api/include/rapi.h.
It just needs a little bit of cleanup to be perfect,

The arm-wince-mingw32ce build appears to be broken. Using
sh src/build-mingw32ce.sh all
the step "build_mingw_runtime" fails with this error :
checking for C compiler default output file name... configure: error: C
compiler cannot create executables
