I just checked with LANG=ru_RU.UTF-8
and used setxkbmap to setup us and ru keyboard. When you switch to ru
the WM does exactly the same
as it does with the Greek language.
But is is not only because of UTF-8. It does the same with C locale.

setxkbmap -layout us,gr -option grp:alt_shift_tog
