We had the same problem trying to install ARP/wARP on our Debian 10
machines. TL;DR: you (or your sysadmin, since this requires root access)
have to enable vsyscall as follows:
echo 'GRUB_CMDLINE_LINUX_DEFAULT="vsyscall=emulate"' >> /etc/default/grub
update-grub
reboot
