this is now in a mostly functional state, todos are:
- fix the issue with storage - juju storage is present in lsblk but not mounted
at /tmp/ - I'm liaising with the terraform provider for juju devs on this one
- figure out what to do about mojo/manifest - these scripts are run with the a

There's also no command like `terraform update`, and I think `terraform apply`
may be somewhat destructive, so I need to figure out what the workflow is for
charm updates now that we can no longer mojo run.

As another data point, if I initialize ip6_vti with `sudo modprobe
ip6_vti` before running the pmtu.sh loop, then run `while true; do sudo
./pmtu.sh pmtu_ipv6_ipv6_exception; done`, I am also able to get `sudo
rmmod ip6_vti` to hang, so it seems like it isn't just the
initialization of this module
