Typically, the linear style supply loses its pass xstrs or 723 regulator. It also has a SCR over voltage protection on the output. Clamps the + to ground...the fold back circuit in the 723 prevents burn up. If it hums when turned in, I'd check that first. Remove the OVP and check voltage unloaded.
