Final update: All controllers are back online and building.
Issues I will follow up on:
1. ci-hbase had a bunch of plugins which were too new / incompatible, seems
we have an incorrect update center configured. I
have downgraded them all for now and ci-hbase is on the newest LTS and

UPDATE: maven, couchdb, cassandra. infra and the operations center all
updated.
ci-hbase is having issues with the upgrade as it did last upgrade.
Investigating and may need to revert.
ci-builds and ci-hadoop not upgraded yet.
