I just created https://issues.apache.org/jira/browse/INFRA-7632 on this

Both jobs that where in the queue where jobs that block and wait on a bunch

thank you Jake for launching the slave
but it seems to stay blocked on scm checkout, like [1]: I tried to abort some
builds, to see if it was specific to some jobs, but couldn't find any job that
start effective building after scm checkout

Thanks Jake, we appreciate the energy you and others are putting into
builds.
However, looking down the road, the Flex CI needs are only going to grow
in complexity, so we've elected to try running our own CI server. We have
a private external Azure instance up and running already.

where we can. There are discussions underway to try and make this
sadly, I know, and can't blame you for that :(
but I'm a pure volunteer on my personal time and resources, with no other
option for CI than making builds.a.o work, either by directly working on it,
or just reporting if it's the only type of contribution that is accepted
so I'm trying to contrib
I stopped bothering to report it.
Apache Flex is moving to it's own VM for CI. It is costing us more effort
to try to get infra to keep the Windows slaves going then it is to roll our
own.
