Hung windows CI builds on Jenkins

https://builds.apache.org/job/maven-box/job/maven-dependency-plugin/job/MDEP-644/5/ (and the killed job before it) has been running for 15+ hours. It seems to be stuck on Windows jobs. Linux jobs ran in about 12 minutes. Do any boxes need to be restarted or some such? Thanks. -- Elliotte Rusty
