Which GFDL license for m4 docs?

Hello. While packaging m4 1.4.13 for Debian I noticed that the NEWS file says: ** The manual is now distributed under the terms of FDL 1.3. while doc/m4.texinfo still says: Permission is granted to copy, distribute and/or modify this document under the terms of the @acronym{GNU} Free Documentat
