Yes, but the uninstalled version of the script, which does not know
its version, is used during build.

This has me a bit lost right now. Is '@TOPLEVEL_VERSION@' supposed to be
replaced at buildtime, or when the docs are built? Have there been recent
dependency version changes; configure seemed happy and I haven't noticed much
on that on the dev list.
