Not sure whether there have been changes to the doc build that make a
repeat build take longer, but I now see make doc followed by make doc take

Given the way www_post.py works, I don't think it's wise to try to create a
make rule to stop it running if a given file is already present in the

Done some more looking at this. It appears that the .html files aren't
being made, just copied. GNUmakefile.in has the following rule:

As the title says. Run make, make doc and then make doc again. The HTML
files all have fresh timestamps. I
