Maybe it is the same bug, but the appearance is not the same:
\encoding is outside of \bookpaper, while `inputencoding' is within.

Yes, I think ISOLatin1 says 0x2D is MINUS, not HYPHEN, and EC is

Where is the problem? If you select EC.enc, you get the glyphs
exactly in the order needed for LaTeX's T1 encoding. Note that the

IIRC, this SS is a bug of the EC fonts' encoding. There's also a
problem with dash/minus. I haven't investigated whether lilypond
should hack around

Well, this is another bug then IMHO. The order of \bookpaper and
\book should be irrelevant or at least the same as with \score and
\paper.
