I've been using lilypond for some time now without any (real) problem.
Running the minimal example also generates an error on my system.
I suggest to retype the entire example { c' e' g' e' } into test.ly, save it
and then rerun lilypond.
The problem was solved on my com

When I try to install the most recent version of LilyPond, I'm directed to an
installpage showing version 2.10.6-1/2.11.6-1. It's therefor impossible to
download version 2.11.17.

Since I have W2K installed on my pc, I'm no longer
able to run lilypond. Right at the beginning it starts complaining about not
finding kpsexpand.
