In "Page Formatting", it says:
ragged-bottom
If set to true, systems will not be spread across the page.
This should be set false for pieces that have only two or three
systems per page, for example orchestral scores.

At lilypond.org, it currently says "@stable-source-VERSION@" and
"@devel-source-VERSION@" instead of the corresponding version numbers.

I don't agree fully with Erik's comment. What happens is that the
embedded LilyPond code should be saved with UTF-8 encoding, whereas
the rest of the LaTeX code should be saved with latin1 encoding.

Please make sure to use the instructions corresponding
to the version you have. There's currently a misprint at
www.lilypond.org, you should click on the documentation for the
"Stable" version, to get the manual for version 2.6.
