Howdy!
I have an example of \newpage not correctly creating a page
after a time signature change. I puts the line after \newpage
on a separate page by itself, so there are 2 newpages.

Yes, just run cygwin setup again. The mirrors now contain both the 1.8 and
2.0 version. In the near future (1 or 2 weeks) I hope they will contain 2.2

Just rerun setup.exe again (and choose another mirror) and
make sure to select the latest version of the lilypond package.
Note that it will not at all take that long as it did the
first time, since the installation program will only upgrade
the necessary packages compared to your existing installa
