Our libc doesn’t install locale data, which causes this sort of
problems. We’ll need to fix that in core-updates.

We can't do this, because it would break the version-number comparison
logic. One option would be to change the dash to something else

Thanks for the quick feedback. I've attached a new patch that
incorporates almost all of your suggestions, and also includes a basic
find/replace in the manual (though more work is needed there).
