This seems to have been fixed in the meantime. I was able to install
kodi on aarch64 with guix e365c26a34fa485f9af46538fcea128db681c33d.

This is still a problem as of Guix commit
e84f17ea939013f25a0dd1276659e27bc4c2198f.
I’ll try upgrading Kodi to 19.5. There have been a few changes with
regard to the CPUInfo code.
