This is fixed in GNOME 40.4.

It seems this bug was reported and fixed upstream
(https://gitlab.gnome.org/GNOME/epiphany/-/issues/979). I'm filing this bug
anyway, for the record.
The problem is reproducible in "guix system vm" too.
