if anyone else runs into this before the core-updates merge happens, reasonably
simple solution without installing packages into other profiles (or system-wide)
seems to be to add following into services in home definition:

files/per-user/wolf': Permission denied
hint: Please create the `/var/guix/profiles/per-user/wolf' directory, with
you as the owner.
The workaround I used was to just install any random package:
guix install coreutils
guix remove coreutils
