Hello,
A small update on this bug, cross-compilation to x86_64-w64-mingw32 does
not fail anymore on core-updates.
However, the native gcc is used to build perl so there is still some
work required!

We dropped the ball on this, but it looks like we were close to the
finish line.
What would it take to complete the i18n’d web site deployment? It would
be great to get that done by the time of the next release.

Turns out there was a really simple fix for this: pass
"--enable-reproducible-build" to the configure script.
Fixed on the 'staging' branch with commit
