Any reason to keep the file m4/isc-posix.m4 in gnulib, since the platform it
targets is unsupported, the autoconf macro it replaces is obsolete as of
autoconf 2.61, and since no modules/* files refer to it? The clincher is that
the file itself has a comment to "remove it in

I will remove it in gettext-0.15.1. It will still be present in
gettext-0.15.
