Argp doesn't protect the user from picking short options that
interfere with argp's getopt implementation.

Let's not forget about argp. Here's a patch to sync it to the new
format. Unfortunately it will require users of
argp_program_bug_address who used enclosing '<', '>' to c
amble with gmail's word-wrapping.
