Most likely you are sorting in a locale that discards information
about quotes and spaces before doing comparison. Try setting the
environment variable LC_ALL to "C" and then sorting. The command
"sort --help" talks about this briefly, and the documentation says
more.

When using sort (provided with coreutils-4.5.3 but I can't see any updates
in later versions that would fix this), I get the following set of lines as
being supposedly sorted:
"ad" "NN+nounmod+N""tobacco" 1
"ad" "NN+nounmod+N""tv" 13
"ad" "NN+nounmod+N""wheat"
