The only reason I was interested in this was as a way to save a few bytes when
my bootloader was misbehaving. I have fixed my bootloader so I have no interest
in trying to chase this any further.

Maybe you could try to use the avr-ld option

This seems to be some interaction between FreeRTOS (currently version 4.2.1) and
the relax function of the linker, perhaps because the linker replaces CALL with
RCALL (or vice versa). At any rate, it's very diff
