I have examined the problem more extensively. The problem exists up to Texinfo
version 4.3 (and point releases of 4.3). Texinfo 4.4 adds the necessary support
for @include @value and is now the minimum

Reopening; still not fixed.
Needs a makeinfo >= 4.2 < 4.5 (?) to repeat the behavior.
