[BRLTTY] [patch] fix the api socket directory

Hi all, I am the primary maintainer of brltty on gentoo, and we have a patch that I would like to submit for consideration. In configure.ac, api_socket_path is set so that when the directory is created it is /var/lib/lib/brltty. We change this to /var/lib/brltty in the first part of the patch.
