I'm reviewing TTS systems; i need one that works in both GNU/Linux and
Windows.
I haven't been able to find any information about this issue in the brltty
website, so i ask here... what's the state of brltty support for Windows
(2000 and XP)?

If you mean by TTS systems the actual TTS engine, brltty isn't that. As
far as things go with actual TTS engines, I would say espeak
(http://espeak.sf.net) is probably the best cross platform synth for
accessibility needs, but festival may be more to your taste. If you go

Brltty does not support speech in Windows. There may be plans for it but as
far as I know nothing has been debugged. Note that I'm braille only so I
wouldn't be the first to know even if it were debugged.

Sounds like you're going to write another screen reader. Is this really
necessary? You'd mostly be reinventing the wheel. It might be less fun but
more useful to join one of the existing projects. Lots of people going off
in all directions
