Thank you for all your assistance. I have made the decision to
decommission Bind9 and install Unbound in its place. There seem to be a
lot more configuration options that might help me with the problems I am
having. Problems I never had with Windows Server 2003.

All - Here is a general follow up and status report on my activities in
configuring Bind9 and getting it to work.
1) Recursion - I commented out all the elements of recursion in
named.conf.options. At the same time, I also commented out the
"forwarders" clause and "forward on
eated resolv.conf and have no idea how it got
created. It's weird because "/etc/resolv.conf" is actally a symlink to
/run/systemd/resolve/stub-resolv.conf"... the file I need to change.
In the very first mail, bind9 said that the BIND config contains this:
listen-on port 53 {
* use what's in resolv.conf to determine where to send DNS
queries on behalf of the application.

years. If you are global forwarding (also "forward only") then
recursion will never happen, so roots are irrelevant.
2) BIND will recurse just fine out of the box. You don't need to
forward to Google and Cloudflare at all.

We can't get working whitelist with rpz.
On a Ubuntu 12.04.4 LTS Server we have bind9 9.8.1-P1 and some rpz with
'policy CNAME xxx.xxx.xx' working fine. Now we have a whitelist with 'policy
No-Op' but the whitelist will be ignored.
