I'm not 100% sure of the security ramifications of this, but I believe you
chmod your script to 4711 and change your shebang to #!/usr/bin/perl -w -U.

RedirectPermanent /index.html

the problem is that the 2nd argument of
RedirectPermanent must be an URL (not a URL
